International Ship and Port Facility Security Code

On 1 July 2004, as a part of the international efforts to prevent terrorism, Denmark implemented new terror security rules for ships and port facilities serving international ship traffic.

In the Port of Frederikshavn, the new rules apply to the Ferry Harbour, the Traffic Harbour and the shipyard areas. Security plans, approved by the Danish Coastal Authority, have been prepared for these areas.

The Port of Frederikshavn has made every effort to minimize the inconvenience of the security measures for persons and companies working in the harbour area. We have aimed at limiting the secured areas to the areas near the quays where the direct contact with the ships takes place.

The visible signs of the security measures are fences in certain areas in the Ferry Harbour to improve the possibilities to control the traffic; moreover a number of warning signs have been set up in the areas where the rules apply. For the time being there are no plans to increase the number of barriers, but all persons who move in the marked areas must be able to state their business and to identify themselves to the port’s security staff.

In addition to the visible measures, other non-visible steps have been taken to improve the security in the harbour.

In cooperation with the Police, the Danish Coastal Authority determines the security level at which Danish ports shall operate. At present all Danish ports operate at level 1 (normal).

If the Danish Coastal Authority considers it necessary to raise the security level because of a heightened risk of acts of terrorism, additional security measures will be implemented in the port.

We all have a responsibility to prevent terrorism, and consequently it is important that we all take part in the action against terrorism.

Be aware of irregularities, and in case of doubt, report to the relevant authorities: the Police, the Port Authorities or a shipping company, depending on the circumstances.

At www.helcom.dk the Danish Maritime Authority inform about security of ships and port facilities, including the present security level.
